You'll have a hard time making an RPG in Game Maker using drag & drop. If you can learn to use Game Maker's coding language, you might be able to pull it off.
Let me start off by saying that I do not know Game Maker Language myself, but I do know a different programming language (DarkBASIC), and the process of learning any programming language is pretty much the same.
Search the net for tutorials on Game Maker Language. The tutorials will no doubt have you creating some more mundane things at first (any respectable beginner-aimed coding tutorial starts by having you print "Hello, world!" to the screen), but you'll have to learn how to create simple programs before you can pull an RPG out of your hat. Later on in most tutorials you should be able to learn some more advanced stuff.
Once you have the gist of the language, it's up to you where to go. You can try and start on your Pokemon game right away, or you can test your coding abilities by creating a slightly simpler game like a platformer. This may seem unnecessary, but it could help you grow a little more confident in your abilty to program.
When you feel you're ready to tackle the Pokemon project, keep one thing in mind--You won't create it in just a couple days. Be patient. You'll need lots of time to figure out how the battle system will work, how the map system will work, etc. I know you were looking for a tutorial that actually tells you how to make an RPG engine, and you may be able to find one, but it might not be geared towards Pokemon--it may be aimed more at Final Fantasy, Phantasy Star, etc. You'll still have to come up with some code of your own or figure out how to change the code in the tutorial to suit your needs. Above all, experiment, experiment, experiment.
