Look, think of it this way.

The topic is locked, essentially, that topic is being labelled as taboo. If you make a new thread with the same topic, you're breaking a newly established rule against that topic.

The only possible exception to this would be perhaps something like a topic about ponies that went horribly awry when Delmore and Draco started arguing over who had the better saddle. After things are cooled down, I'm sure another ponies topic would be acceptable as long as it wasn't implying the fight between Delmore and Draco.

ruroni basicly said what i was about to say, such as the Super mario storm II topic where it was pretty important (or atleast i thought it was) topic, then Marigi kept pokein kritter with the "hai dood, y dunt u want yur dood in eet?" stick and trasher flew by and shot it with his lock cannon.

Indeed, I doubt that was really a good reason to lock the entire topic in the first place. Marigi only defied Trasher's word of not posting in the topic again (to my knowledge not even posting anything to provoke Kritter) and that was it.

Yes, this would be fine, and topics like that really should be locked, cleaned, then re-opened. The "don't continue locked topics" rule mainly applies to stuff like continuing a flamewar from a previous topic by starting a new topic, etc.
