anyway My entry is going to be styled like my Bullet BIll was in the last comp so that way there are more enemies for that style

Yes, you are allowed to make new entry as long as you remember these things:
1) Both of them are in the same sheet.
2) If they are not in the same sheet, you must choose one of them to be your final entry.
Perhaps I missed something, cuz I wasn't here for a while and forgot about the rules.
