I noticed that too when I finished coloring...

In my old school, on special occasions involving this kind of clothing, most boys (and one girl) wore their clothes like that. And in this storyline, the dress code is either having a tie on the undershirt, or wearing the jacket properly. Mario doesn't follow both of them.
