MIDI 1 offers more possibilities and better quality.
MIDI 0 is more supported in various machines, like cellphones, old computers, etc...

Can anyone convert me the MIDI I attached? Thank you.

Noteworthy Composer can actually do this, but you may have to go in and fix volumes and pitch bends manually since they get monstrously loud or off-kilter when you open them in that program.

There's plenty of Windows freeware, but I assume you're already aware of that (considering your cross platform request).

I used the freeware at the top to make the MIDI in the attached ZIP. I have no idea if it worked properly, so you'll have to check it for me.

EDIT: And um, I'll leave this here in case anyone runs into this problem again.

But I'm removing the attachment for obvious reasons.
