First and foremost thank everyone for voting and participating in the last comp.
for this next comp I've decided to chose a boss character that has only been seen 2 times... Rudy the Clown. He first appeared in wario land 3 where he lured wario into the music box world then again he appeared as the final boss in Doctor Mario 64 where and Mad Scienstein concocted a plan to steal the Megavitamins from Dr. Mario. here are some references:

Dr. Mario 64. It had a lot of WL3 characters (actually more fitting that I say enemies.) that were playable as well as Wario.

As for the comp, I'm not entering but I'd love to see what will come of it.
