People can have a pokemon on their team for reasons other than strategy. I still like to keep Smeargle on my team despite his absolutely horrible stats.

They are not taken out because you can still obtain them. They do not just dismiss pokemon and remove them forever.

You can't OBTAIN them in the diamond/pearl unless you trade from the old games.

edit: It's just like saying how certain pokemon from red aren't in blue. They ARE in red, but you have to trade for them.
