Thereby encouraging them to have more sex, sex, sex, and making it quite possible for them to get pregnant again on account of condom failure. I might be sounding absurdly idealistic, but the ONLY way the problem of teenage pregnancy will actually be gotten under control (obviously it wouldn't go away completely by any means, as it has always existed) would be if the incredible obsession with sex that has become part of our culture, as exhibited by the dirty TV shows, filthy popular music, and various advertisements today, were removed. Teenage pregnancy is rampant in places like England, and somehow I can't see that being because nearly all those teenagers were not using condoms (condoms seem to be very strongly promoted there, from what I've heard). Condoms have quite a noticeable failure rate, and that failure rate is the cause of children being born whom their parents don't want. In times like the 1800's, teenage pregnancy, as far as I know, was not a very common thing (it seemed to be a thing which excited great shock). Those were also times when the mindset held by the promoters of abstinence, reviled by so many people today, was prevalent. Condoms didn't exist back then, and the problem of teen pregnancy was surely much lesser.
(Incidentally, I don't feel like arguing further about this unless it happens somewhere else than in this topic. I don't like the idea of people getting ticked off about this being off-topic.)

To not do so on principal would be like shutting down a designated driver service that caters to underage drinkers; you're not saying "this is okay to do," you're saying "if you're going to do this, don't be a dumbass about it."

OK, never mind about the other-topic thing. Since you replied, I assume it's acceptable to post here. (If it's not, I'll transfer the discussion elsewhere, or you can if you prefer.)
1. I would like to see evidence of this. I don't see "pro-abstinence groups" as having a reason to lie.
2. Regardless of the intentions of condom distributors regarding the message they want to convey to teenagers, their action in promoting condoms would most likely produce the message in the minds of the targeted teens that it's OK to have unlimited sex as long as they use a condom. The message you say the distributors should convey is one of resignation, of saying, "If you must have sex, then you're allowed (provided you use condoms)"; and most teenagers, in a typical fashion, will most likely take advantage of this and do whatever they can get away with to the max, going by the letter of the law if it suits them. So if for this reason they have unlimited sex while using condoms because the people in charge are saying they are allowed, condom failures kick in, unwanted children are born, the teen pregnancy problems continue, and there you are.
If, on the other hand, society's obsessive interest in sex were somehow gotten rid of, leaving only a healthy interest in it, then abstinence programs would be far more effective. And abstaining from sex, of course, reduces the risk of the people involved having an unwanted pregnancy on their hands by 100%.
