He's in the wind stage. He blends in but he's right in the middle. Driftloons floating near the top but he's so small that he looks like he's far away.

Hoppip is the tiny pink blob against the jumbotron in the Wind stage. He's only about four pixels wide in the zoomed shot, but he stands out. If I had to chose between him and Dixie though I'd pick her as the unlockable and just have K. Rool as a boss.
