I've attempted it before and got something but it didn't work very well when it reset. Could someone help so the multipul objects (rain sprites) fall from the top
of the room and goes all over and always restarts from the top, a code perhaps?

i don't think so
or maybe put a GIF. Animated background with rain..

I would do that but the backgrounds don't support GIFs.

grab the rain animation and added it as a sprite.
then create an object call:
objRain(or whatever you want.)
on the END step event add this:
x=view_xview;
y=view_yview;
make sure the depth is -99999 so it appears above everything...
Also, if the rain animation goes to fast in the create event add the animation speed code which I supposed you should know what it is by now...right?

When the background is an object, then yes.

EDIT: adding to EDGE's post: The rain object can have image_alpha of 0.5
