New mods and forum structure

Hired some new people to help out.

Mario Dragmire/KOMMANDANT - Global mod, will be modding all forums.
Sergeant Yoshiman - Will be modding Fangame Discussion.
Joey - Will be modding the GC.
RageMario - Will be modding the Arts Board.
Tragic - Will be modding the PPP.

In addition to those people, Hatman/O'Chunks, jas and Black Squirrel will have lighter mod roles, focusing on the PPP, cleaning it up a bit and making it a better/more intelligent board in general.

Of course we'll be training them and all the current mods will still be here, so hopefully things go smoothly. So let's make them feel welcome.

You'll also have noticed that the forum index has changed, with the new layout implementing some suggestions from people that were posted in the GC. We've tried to put the emphasis back on fangames and general discussion, so some stuff has been moved up on the index while other things moved down. I realize it'll be a little confusing at first, but just give it time and it will start to feel more natural.

It should be right up the top of the forum index, in "Staff Section", above "MFGG". If not, than RII's tinkering away somewhere and that might have something to do with it.
