It's too gray to define. To that end, you will not be penalized for making a mistake (unless you're intentionally trying to make their job difficult or something, but that's pretty obvious when it happens).

As posts start getting moved to the WPP, that should help give you a definition. That's the purpose of it being a public read-only forum.
