Advance 3 was awful.
Sonic Advance 1 is a great game although that's probably just down to the fact the engine is almost identical to the MegaDrive games. Sonic Advance 2 is great too, although Cream's character makes it a little easy, but even then it's made up with the great choice in music, graphics, level design etc. It was also nice because even though it was a little different, it was pulled off well.
Advance 3's designers didn't think it through, and ported the Advance 2 engine made for running quickly to a game that played more like Advance 1, and because of this you get problems because they don't mix properly. Yeah, the only time I've played Advance 3 was in it's pre-release form (Which was essentially a completed version but without bugfixes) but even so, it wasn't fun. The characters move incredibly fast but the levels often require tactical jumping, of which that engine doesn't do well at all.
It's also accompanied by it's poor choice in music (Seriously those GHz remixes are not good. Do not keep bringing us the crappyness that is GHz's music, and certianly don't reproduce it with the squeekier instruments that the GBA has built in. Also way to ruin that SA2 song from the techno level by remixing that), and generally poor level design (Lobbies suck in 2D games, and these ones make it more of a challenge to find the level than the level itself).
Also the partner thing was of no use at all. Why were they advertising something that they did in 1992 as being one of the game's selling points? The fact that the SA2 engine is installed means that these characters have very little use anyway, because it's too quick for them. 2-player, fine, but not needed for 1-player. I was under the impression it would be a bit more like Chaotix where both partners had a use.
So anyway there's my little rant.

I think that it was hella easy and not worth the money I spent on it renting it from Blockbuster.
I'm putting it really bluntly, but the fact is I hated that game.

I never really liked SA2 as much as the other two games, generally because the level design was actually below-average. There were too many enemies, particularly on straight runs, paths and rails, too many bottomless pits and the levels themselves overused those R-tricks. Also, Cream was an extremely cheap character when it came to bosses because of that Chao attack.
EDIT: I also want to add that some of SA2's music was a bit too "screechy" for my tastes.
