2 Features im after are:

Change tempo.
Change Pitch.

Even if there is one that ONLY does theese 2 things, that would be good.

There's a free program called Audacity which can do that to most sound file types, and while I haven't tested it, I know it can import MIDIs, so you could try that. Unfortunately, it doesn't save as a MIDI, so your final result would have to be another file type.

There's also the sound editor in RPG Maker XP, which can do that, but the free trial version lasts only 30 days, it'd require you to install the whole program just for the music editor, and I'm honestly not sure if it will allow you to save files that you make with it. I wouldn't reccomend that, but if you really need to edit pitch and tempo on a MIDI, you might want to try it.

Failing those, I guess you could try a Google search, but I'm guessing you already did. Either way, good luck.

Anvil Studio has an option to change tempo, judging from the online User's Guide (I don't have the program myself), but unfortunately the guide says the program does not yet support pitch change except when the speed and duration are also changed with the pitch, so I don't know if this is particularly helpful to you.

If you're a Linux user or dabble in Live CDs, you could use Rosegarden, which is a complete sequencer.

Most sound cards have a "What U hear" or "Wave out mix" function which you can use to record your computer's output, using Audacity (as previously suggested)

To tell the truth, I havent decided what MIDI's i actually need..

Its an effect that can be done in wingroove,

However Wingroove only supports .Wav output.

I have found that by running this process it Midi's can be fitted to certain events.

Use Anvil Studio, it can change the tempo and transpose notes (Don't really have any idea what Grant was on about, since i have the program and i know its perfectly capable of changing the pitch of a track without effecting the speed or duration.)

Yeah, but modplug is just a bit to advanced for what i need.
