Gamemaker resets the speed to 30 every time. I wont stay at 5.

TIP: Change the room speed.
it's uner settings.
it slows the room down a bit, though.
Do that, or put each frame at least 3 times in a row.

To change a sprite's speed:

In D/D-
+ add a "Change the sprite" action; set the speed there

In GML-
+ use this code: image_speed = 0.15; - the number can be changed

for the speed, just make sure it's between 0 and 1. I believe 0 makes it stay on one subimage- don't count on that, though.

I set the image speed. The problem is that my computer resets it to 30 when I save it.

go to the object you are using with the sprite, then go to the create event, then add a piece of coding saying: image_speed=(you should usually do 0.1 or 0.2, that makes it slower).

put the code in your step
image_speed=0.3

0.3 usually works for me, but you can also try anything between 1 and 0 if you want to slow them down.
