Nothing special, that is not any sort of groundbreaking thing. That just further relays the suspicion on both sides of the alien controversy; that the government knows there are aliens and is in contact with them, but puts out doubtful information because it seems so incredible it seems false and that he could truthfully be telling about the aliens. Or that the government could be using that as a smokescreen to further dismiss the claims of people spotting UFO's which are actually above Top Secret experimental aircrafts. It is so impossibly difficult and complex, no one can actually understand it with certainty. They can only speculate on what they think is going on.
It makes no sense that the government allowed that to be read by the eulogizer. Since he had such close ties to the government, there would obviously be members of the "secret government syndicate" there to prevent the person from reading that.
Or it could all be a form of reverse psychology that the government allows in frequent bursts of information so that people doubt the truth. None of it can actually be explained with certainty.
