He just has to have some large significance in that country's general history. (More than one country makes him even more viable) Now, this means you couldn't do a famous musician unless he or she started an entire movement dedicated to his style of music, or did some sort of globally accepted breakthrough. (maybe Baethoven or Mozart; not Cher or the Backstreet Boys) The same goes for writers (Shakespeare vs. Terry Goodkind), politicians (revolutionary leaders vs. Jack Thompson) and stuff like that.
