I think it would say that he isn't permitted to use the board. I recall getting that message on the boards when I was first trying to join - I wasn't allowed on the boards because for some reason my IP was in a range that had gotten banned (possibly through a bug in the system). When RII had things figured out, he unbanned that range and I was able to join.

If the IP range Meda's IP is in is banned, it could, like someone already suggested, have something to do with Jinpen living near him (he's known for making lots of dupes). I'm 100% sure Meda wouldn't make dupes.

It seems that the most unfortunate aspect of this matter is that nothing can be fixed until one or more of the admins become active again. :X
