2000 is my favourite. 2003 is fine, but I don't like it as much as 2000 for some reason. XP is bull****. I have never seen an RPG with a 32x32 grid.. all RPGs with that resolution are in 3D, so this totally doesn't serve any purpose, despite you having to put more effort into graphics which look like crap otherwise.
If you want to make RPGs you can definitely use 2000 or 2003. Even though they are not as powerful as Game Maker or probably MMF, I think for RPGs they're pretty good, if you don't want to waste time programming the whole RPG engine.
