Request a Poké you want and I can send you one in an egg. Note that I can't give you ABSOLUTLY ANY POKéMON because I do not own an Action replay DS or any other DS cheating device.

Costs for eggs:
1 fight against me (win or loose you get the egg)
Starter pokémon seem to take longer to make eggs, so these with cost medicine as well as the battle.

There is no method short of cheat devices to increase the likelihood of finding a shiny. No matter what you do, the chance is always 1/1892.
