That's fairly easy to do. Just open the file in an audio-editing program like WavePad or presumably Audacity, and delete some of the later stuff so that it will loop. Then save the new version.

EDIT: Also, thanks for this, Ultramario. I was annoyed in the past when I couldn't find this music on GH (or on vgmusic in MIDI form, for that matter), and this music could be very useful in fangames.

You can cut it yourself. 16,8 seconds is pretty accurate length of the loop.
