Can't really comment on this, but seeing as RII spent a while fixing the wiki uploads just recently I'd say they aren't as lazy as you make it seem.

Like I said before, the downsides to hotlinking from photobucket and imageshack are pretty much negligible when compared to the work needed to upload all of the images (that are already uploaded to an image hosting site!). While yes, it might be preferable to have the refs uploaded to the wiki eventually, it would make everything a lot easier in the short term to just enable external image embedding, which will fix all of the images on the user articles instantly.

I'm not the only person editing the wiki, but I am one of them. There aren't a whole lot of people doing it and uploading the references of all of the users (who had already linked to their references anyway) is a pain for them. It's a lot more work than it needs to be.

Type in the image's name in your article, click on its red link, and click on the file. What's the effort here?

That is RII, that was recently, and that was a critical repair to a vital function, not a modular optimization.
