It actually means that just a demo is required, as educational games are usually pretty big. This is just so you have the opportunity to show your idea in demo form, instead of saying "I got an idea but it's to big to be finished in 3 weeks".

Of course, you can do a full game too, if you want.

I'm sorry if my recommendation sounded like a rule

EDIT: The rule is changed to "- Make at least a demo how your idea would work. (A full game would be nice, but there's a time-limit!)"

That doesn't change anything, though. It's just better worded.
