The characters are 3D models, not sprites. So it's not surprising that you can't use a tile ripping program to get them.

Step 1: Download the Nemu emulator.
Step 2.0: Change your settings so that the emulator actually works.
Step 2.5: Open the rom.
Step 3: Go set up a game, blah blah, basically, get to the gameplay with the character of your choice.
Step 4: Pause the game.
Step 5: Goto the video settings, somewhere in there is an option called "Export VRML." (or something to that effect)
Step 6: Check that option, and go back to the game.
Step 7: Leave it paused, and don't press any buttons, it takes anywhere from 5 seconds to 30 seconds to grab everything, depending on the speed of your machine.
Step 8: After said time has evaluated, quit the emulator and check your main C:\ drive.
Step 9: There should be an "export.wrl" or a file close to that name, it's hard to remember.
Step 10: Convert that file to a 3ds and you're good to go.


Please note that you should convert it before doing these steps for another character, as the next time you go to export, it will overwrite the file in C:\.

I'm unsure of any other free 3d modellers that can actually open wrl files.

You just import the wrl file in 3D Studio Max, and then export it as a 3ds.
