Is there a way to pick up enemies and objects (SMB2 style) in GM7?

Yes.
First, check if the sprout/enemy is below you. If it is and the pulling key is pressed, change to the "pulling" sprite for a few seconds, then to the standing up animation. At the same time, keep the veggie right above you using the Step event (player.x, player.y-16 or whatever) and when the pull key is pressed when you're already holding a veggie, execute throwing.

you may want to make new states for the veggie to allow for the picking up and carrying.
