Just yesterday I decided to go Sniper (I've been playing Sniper alot since the update) and went up against a Scout, where the moment his Sandman ball hit me, my arrow flew into his head.

It was hilarious.

Speaking of minigun replacements, I'd like to see a hand-cranked one that's more accurate and doesn't have a startup time but is much slower in the fire rate.

That's right. Let's replace the huge minigun for a smaller, less powerful, slower-firing gun. The only benefit I can think of that could offset such a thing is if it's the Gun of Running Urgently, in which you can now run Sniper speed.
