I'd like to take a stab at the fact that they note the spy's weapons as:

Listing the cloaking device as a weapon itself :V so the watches probably will get their own slot.

I'd almost wager they change a few of the spy's weapons but not all of 'em... Say, keep the knife. since the new watches ALONE would change the whole way he can be played.

the third god damn slot on the spy's loadout is the invisibility watch

of course theyll have their own slot
