Actually the disguise kit will just randomly spycrab taunt in general, whether you're crabbing or not.

that's not what's going on. I haven't seen anyone at the top of the scoreboard get any items at all

it's only the people at the bottom or people who just joined

I still have neither. Arena servers seem to give a lot of weapons for some reason --------------------
