Wear them both and you'll have purple and black. To get the W Emblem Badge, buy it from the big guy in the center of town, for a whopping 360 coins. To get the L Emblem Badge, when you get to Poshley Sanctum and in the painting world's crystal star chamber, make your way to the top using your special jumps and pipes, and there it is. You can also use the L Emblem Badge to make yourself look like Luigi for someone that signed in to the trouble center. They want to meet Luigi, so put on your L badge and speak to them and you'll get something for it. --------------------

You can get it whenever it's available. The big shop guy always changes his selection every time you talk to him/enter the map.

I didn't either until today when I found the L badge and put it on accidently, forgetting to take off the W badge. I don't know which to keep on though, Waluigi colours or Luigi colours.

In Chapter 5 (on the train) there was a sunset throughout about half the time, making EVERYTHING on the train ORANGE. This actually made my Wario colours (which I had on at the time) look like Fiery Mario (purple, with yellow or orange added to it, actually turns into a hue of red).
