Because that's where the money is - new ink catridges.
Find someplace near you that'll re-fill the ink in the same cartridge, as it's far cheaper.

Or just get a new printer.

Hewlett-Packard makes good printers (solid, last a long time), but ****ty drivers (bloated, hard to use, hosted on a slow server).
Epson makes ****ty printers (totally jam up if you even look at them the wrong way, heads will never clean), but good drivers (easy to install, user-friendly)

Not the case with my 3600n color laserjet, it actually comes with full toner.

But a set of official HP replacement cartridges is like $500, whereas I could pick up the printer again for $450.

Also I bought the printer from my boss for half the price.

that's so not true, i got a epson for one year and it didn't had a single error yet.
don't know about packard..... but their inkt costs a lot.
