He's saying that he got them to work and you can't read e-cards with VBA. But for your question, it seems to be a know issues which still haven't been fixed.

I tried it myself but there doesn't seem to be a way to convert your nogba save to VBA. And save states don't seem to work so unfortunately, the only thing you can do for now is to reload your e-cards each time you want to play them.(deleting your save file each time you reload the game)
