Neopaint is more-or-less just an expansion of paint. It's largely the same except less crap, and it's a hundred times easier to work with than photoshop when it comes to sprites and stuff. My version's got a glitchy animated .gif editor though. Nevertheless it makes site thumbnails a 10 second job. That BFEF banner in my sig was made with Neopaint. I think you are entitled to use whatever you want when it comes to drawing.
