Pretty cool, but like I said, you should really make concept art and post the concept in the Boss topic before you start spriting them. Regardless, I like his design and the concept. He'd make a great mini-boss for World 8 in addition to some earlier world.

Recurring bosses don't necessarily mean they're following you. ;D

The miner guy is actually quite short. I probably should have posted a size reference, but he's about the same height as Mario. As for the mischievious part, he's a delusional and mentally-unstable nutcase with the tendancy to hold grudges on things like (for example) Wario trying to steal his necklace or Luigi knocking over his statue/pile o' rocks.
As for the sprites themselves, the size of his face... area seems to shrink whenever he looks upwards/downwards, which is kinda weird.
Also, I highly suggest making some concept art for him and some of his actions. :D
(I also suggest this to everyone who is making/going to make custom enemies, preferably before the sprites are even started, but it's never too late.)
