Well, it's certainly never been done before to my knowledge... Unfortunately, I can't image a giant pencil hanging on a string to ever be a boss in any Mario game. :(
Maybe if you spiced it up with some purple, blue, and green colors or something and an overall more interesting design, it could certainly provide to be a good mini-boss. Oh and, leave out the strings, as they make it seems like some boring object just being manipulated instead of an actual threat. Also, maybe add some more things for it to draw beyond a little jagged scribble-thing and a slightly larger round scribble thing.
These are suggestions, mind you. I'm trying to figure out what kind of world it would fit in, though. Maybe the city world? In an art studio perhaps?
Now for a contribution of my own. Halfway through World 5, the two Bros. Teams could run into each other and engage in a battle. You'd start off with the main bro for a while, then after the main brother has taken a beating, they switch out with their partner. Once both bros are defeated, the Wario Bros. zip off ahead deeper into the cave to race the Mario Bros. to the piece.
This could also work in World 3, seeing as how the Bros. are vying for the same piece as well. But, if World 3 turns out to be the city world, the pencil boss could turn out to be a better mini-boss for the world.

I think it should be in a Story Book and the Mario bros. trys to get the Jewels but the Wario Bros. Controlt he book!!
