I like the Popple theory, though I doubt Popple would realize that Rookie was Bowser. Instead, have another rookie (like with Birdo, for ex) to be with his side.
Kracko from Kirby? Hmm...what kind of world could we make to fit in a storm cloud thing.
EDIT: Popple and Rookie are from Mario & Luigi: SuperStar Saga, btw.

I tried thinking of a design this morning, but the most I could think of is the person would be the self-proclaimed king of a pile of rocks, which he dubs his kingdom.
Obviously I got little sleep last night. :(
But, I did think of something good. Whoever/whatever it is, it should be the mini-boss for World 1.
Also, each version should have a different character, but with the same exact function. That way, the two could team up in the secret world for a wacky mini-boss fight.

Actually, I was thinking that it would be cool to have him appear in the middle of random levels.
For example, you'll be walking along, and the level will stop scrolling and you'll see a text bubble pop up and say "Waaaaait right there!" or something, and you battle hime to move on in the level.
That way we can have him multiple times, and still use original minibosses.
Pretty much, you'd fight him in every world cause he doesnt know when to quite.

Wouldn't you fight him multiple times anyway if he roamed the overworld?
Having him show up in mid-level would be too RPGish, unless he always randomly showed up in the same spot in the same level everytime, which would sort of loose its novelty.
Having him as World 1's mini-boss would be simply to introduce him to the player as well as introduce the player to mini-boss fights. Plus, ignoring the fact he repeatedly shows up, he would be an original mini-boss. :P

Oh okay, when you said he wass the world 1 miniboss, I thought you mean only the world 1 miniboss, and nothing else.
He should, imo, appear mid level in Bowsers castle though, as a last attempt to get revenge.

Bowser's Castle is only World 5 though. Having him stop showing up after that would be rather disappointing, don't you think?
Though, it'd be hilarious to see whoever it is show up in a drill tank as the mini-boss for World 8. XD
