Sounds like a good idea to me. A simple puzzle game doesn't require a complicated engine (you can even base it of tutorials, e.g. if you use GM, there's a good one for Maze games.)
You wouldn't need to care much about physics, and you could build in more and more elements to make the game something special.
You can also choose to do it in style of a platformer or a maze game or whatever you think would be cool. Another idea would be to make a GB Donkey Kong styled game. It would require a simple platforming engine, several small rooms and little puzzles to solve to get keys and open doors etc.
