1 attack does not make a clone. Mewtwo was left out and Lucario was put in, most likely because they didn't want 6 pokemon, all from the first gen, to be playable.

This is true. But in a sence, if that is what defined a clone, everyone would be a clone since pretty much everyone has at least 1 move like some one else.
