No, you have to pay $20 every two months.

Also the xbox360 servers are separate from PC/PS2 and have more players (but weird glitches and lag)

PC/PS2 has a smaller userbase, but you can play it on PC without horrendous lag, but it is quite taxing on my 2.4ghz when lots of stuff happens.

Also you need a credit card to pay for the subs, and segas billing site is rather... ****ing useless and wonky. Myself I had no problems with it, but other people complain alot.
