I have retried downloading it about 5 times.

When I open it, it says" this program is not responding"
And closes itself. sad.gif

So..

1: Does anyone have a different download of some sort?(Windows update won't work)
2:Is there any other program that can edit gifs with sound? That is free.

as for windows-based video editing, try virtualdub. http://www.virtualdub.org/

also blaze128: he asked for something that was free; not only is the product you linked encumbered, it costs $80 plus the cost of a recent apple computer.
