Personally I'd have made it so that the "Die" animation and the "Rise" animation could loop together.

So that when he dies, he can rise again. :x Am I wrong in assuming that that's how skeletal characters work in Mario?

It's more of a boss character though.

The rise would be his intro, so he would only do it one time. The die is when he's beaten.

Anyways, it looks nice, but not very goomba-y.

It looks like a skull with feet. Maybe some fangs, or just mor of a goomba shape in general?
