No. That has a lot of flaws and it's not 8-bit.
First of all: 8-bit =/= crap sprites. Yeah, even 8-bit sprites has good quality, despite its color limitation. 8-bit sprites uses 4 colors (transparent included) in every 8x8px square (or 3 per whole sprite), so your Pennington wouldn't fit in a NES game. Use the NES palette for better results (you can find it at spriters-resource.com)
Also, you need to improve your spriting skills. You need to choose a good color sheme (that means, don't choose any eye-burning colors). Use a reference pic so your sprite won't look bad and misshapen and study some animation (really, that walking animation won't look good if you animate it). Don't mix 2x pixels with 1x pixels, too. It makes your work look unnoficial; also don't use straight lines to make the outline of something organic (i.e. animals, plants) frequently. Use the straight lines only when it's needed (like machines, platforms, plant stems and so on). Sorry if I'm being so nitpicky, but I can't really help without criticizing.
I suggest editing sprites first; Practice and practice until you get good! That's all. Don't desist now; I'm sure you can do better if you try!
EDIT: Also, like DemonLemon said, never use JPEG, because it "kills" your sprite. Well, he could say it without being that rude...

Please note that some of us are trying to provide constructive critisicm too.
Just because you're a beginner, shouldn't mean everyone should be all "not bad" "it looks okay". They shouldn't be all "THAT SUCKS! YOU SHOULD NEVER SPRITE AGAIN!", but they need to be at least on the lines of "This looks sloppy, however, you can make it better by -such and such-." Because not only are they being honest, they're giving further adivce.
But really, the Bumpty sprite looks more like a filler than anything else. Sorry if that was a bit harsh. Take other people's advice though. Use shading is the biggest. Bumpty are like circular, so if you shaded it as such (don't you dare pillow shade), it would look alot better.
