Why does the child HAVE to have a mental disorder, why couldn't she have been doing what every child does and experiencing the world first-hand.

Not in an incredibly safe way but the whole point is we learn by doing, what's to say that she just didn't KNOW the consequences of her actions?

Pinning things straight away on mental disorders = a no-no in my books.

EDIT:

Also, sorry but, saying that you would disown the child, i personally findthat disgusting in itself.

Self defence is protecting yourself, if one happens to kill that person for the sake of their own life, then that is protected by the second amendment in the United States Constitution and is not considered murder. (They are in Pittsburg, which I am assuming is in America)
Murder is (you) killing of another when the other has no intent of murdering (you), whether it be by accident or not.
Mentality cases is not murder.
If you are truley disable and do not know right from wrong, then it is not murder.
And insanity cases only are excusible 1/50 of the time.

That's homicide, which is the killing of another human being. Murder is a form of homicide, but murder is used to describe different situations than self defense.

exactly.
Some people would call it murder, but legally and politically, it is not.
Murder is killing another person unprovoked. (not including insults, because that's not an excuse to kill someone.)
