It said that she is on the "Hall of Fame" at her school for checking out manga books.
She checked out 1,203 manga books this school year

EDIT: Sorry, it was about the school checking out the most manga books than any other toronto ontario school

...I'm assuming that she goes to your city/town/whatever's public library and they gave their records to the school because since when do schools carry mangas, let alone 1,203 of them.
