the air in the car would have a negligible effect on the bird.
in the reference frame of the car itself, the bird would be "pulled back"
relative to the ground, the bird would stay put, while the car would be pushed forward.
until the bird hit the back of the car and got pushed along

try putting a little toy car (hot wheels or whatever) at the center of a track that reaches lengthwise across the real car's interior
accelerate the real car and watch what happens to the toy car

But seriously, this reminds me of the "will a plane take off on a conveyor belt going the same speed but opposite direction as a plane?" thing on Mythbusters.

But it's not possible for the earth to just stop moving (it'll either fly off its track if there was no pull towards the sun, or it would get sucked into the sun if there was no force outwards) so I dunno how valid any answer could possibly be.

It's just a what if question, I know that it's not at all possible (According to current physics theories)

If Earth stopped rotating in the first place, everything on it would fly off. It's the Earth's rotation / movement in and of itself that produces its gravitational effect.

Also, if Earth ceased moving in orbit, it would plummet into the Sun.
