I pulled them from a brawl strategy guide made by Nintendo. They made they game; they woudn't get it wrong.
As for Ness and Lucas, Ya Ness can Meteor easier, but otherwise his aerials are far worse than Lucas'. He may hit harder, but his basic attacks dont hit multiple times therefore stopping the foe from hurting you while you rack up damge, and Lucas' up smash and down smash are painful. As for PK fire, Ness' is way too hard to hit with, but Lucas' goes straight to its easier to use. True, it doesn't have the comboing properties of Ness', but its way more useful. And PK Freeze is just cheap all around.
I'm not going to argue with you anymore. Your opinion is that they aren't cheap and mine is that they are. END OF DISSCUSSION.

That strategy guide isn't exactly reliable.
They give fox a 10 in projectile because you can apparently spam with it.
Mario gets an 8 in FS because his FS can apparently hit things (even if it only does 20% damage at most, if you're lucky).
Jigglypuff gets an 8 in FS because she has a "wide range".
Fox: Okay.....his blaster isn't exactly the best. He can't flinch people with it. It's great if you want to tackle on like 5% damage but I wouldn't suggest sitting there just blasting your opponents all day.
Mario: It's hard enough to hit with it. Good luck pushing people off the stage with it.
Jigglypuff: Even on Final Destination, you still need precise timing and location. Even then, it's easy to dodge.
Also, it's missing so much information, it's not even funny. Eg. Peach's Final Smash is claimed to NOT do damage. It can actually do up to 40% damage.
And I hate saying this so much, but THERE IS NO SUCH THING AS A CHEAP CHARACTER!!!!
Marth: Okay, so he's slightly above average. Big whoop. He has no projectiles, he got gimped in speed (is A Combo is so much slower.....), Light Weight, low attack power under normal circumstances, etc.
Lucas: Other than PK Fire, range attacks leave him wide open, bad grab lag, very terrible lag overall.
Ike: Ok, whoever says Ike is cheap is incredibly odd. Ike is the last person I'd deem as cheap. Sure, he has high power, but he's slow as ****.
Pit: Bendy arrows...uhm...hello! it's not exactly easy to control. Side B and Combo A are easy to escape from. you just need to know how -.-. Also, he has low attack power. His recovery may be the best in the game, but if you hit him while in the air, he's done for.
Bowser: Ok...Side-B? It's easy to dodge. Bowser has terrible range and speed. use those against him!!!
