They should have made Pokemon Lightning Yellow: Special Pikachu Edition for the GBA. Pikachu would follow you around just like in the old one and you could get all three starters.

Game Freak shouldn't have made Pokémon fire red and leaf green.

If they'd got their asses together and made it compatible with the GameBoy games, there wouldn't be a problem, and they wouldn't have to stick second gens in Kanto.
