If it's vista (maybe XP too), press Start -> Control Panel -> "Clock, Language, and Region" -> ??? -> Profit

Go to browser settings, then languages, and then enter the code for your preferred language ("en-us" for United States English, the most common language that is supported by most web-sites). Also check the Google language setting page, they have their own settings also.
