ImageMagick resizes images in many different ways, and does many other things as well. Assuming you renamed "convert.exe" to "imconvert.exe" (this is recomended if you are on Windows), the command to resize to 50% is:
CODE
imconvert INPUTFILENAME -resize 50% OUTPUTFILENAME
There are many other options as well that you can use, for resizing and for other purposes.

Photoshop can do it on large images and with no quality lose.

There's a Microsoft Powertoy for Windows XP, or I use VSO image resizer for Vista. Both add themselves to the context menu for images.
