Let me provide a scenario:
A lazy kid decides to make a game and sell it for profit, but is too lazy to make the sprites. One day, the kid decides, "I know! I'll just copy the Mario sprites! If I make them from scratch, that means they'll be considered my own work!" So the kid goes on with his plan, and makes a game that looks like an exact Mario clone, with the sprites looks like the exact same ones Nintendo made. After selling quite a few copies, Nintendo eventually finds out about the kid. Kid gets sued for using someone else's work. His only defense is "BUT I MADE EVERYTHING FROM SCRATCH!" and the judge merely laughs at his face, and everyone but the kid lives happily ever after.
THE END!
The point is, copying from scratch is basically just copying and pasting. It just requires much more unneeded effort. Just because you technically "made" it, if you made an exact copy, you're still guilty of plagerism. Same thing with using other people's words. Just because you typed them, doesn't necessarily make them your words.
