Nintendo didn't allowed that because it would look scary to headshot someone like your mom or sister. I don't remember anything like that but, yeah, it's real. They're all programmer photos, mostly, anyway. So basically every bot is just a ragdoll, and the game randomly associates a face photo in the game's data for the ragdoll's face (everytime you play).

Something similar to what happens to Primids in Brawl, except those are random red traces/dots, not actual photos of person's faces.
